Entering Return J Data - Monthly Ethnic Intimidation Report
A reporting agency may have no Ethnic Intimidations to report for a given month. If you have no Ethnic Intimidation Incidents to report for the current reporting month, click the check box to indicate that no Ethnic Intimidations occurred and the "Submit" button. The system will generate your Zero Return, and move to the next screen.
After Ethnic Intimidation investigations have been conducted and are detailed, the monthly figures can be entered on Return J.The data entry form for Return J contains some of the same fields as the layout of the FBI standard paper return. Additional information is being requested for Victims, Offenders and Property.
The Return J screen for Incident Information consists of several fields of information which must be entered. You should make sure that all of the data collected for the Incident being entered is present before entering the next Incident or moving to the next data entry page.
The first field for entry of an Incident, is the "Incident Number" which can be reached by using the Tab key to move to the correct field. A meaningful Incident Number should be entered by the Reporting Agency. Use the Tab key to reach the next data entry field "Start Date of Incident". After entering the date the Incident occurred (started) using the format MM/DD/YYYY, use the Tab key to proceed to the "Start Time of Incident" field. The time the Incident occurred can be entered using the format HH:MM:SS. Use the TAB key to reach the next field.
The next available field "End Date of Incident " may not be available for all Incidents. If the End Date is available enter the date the Incident ended using the format MM/DD/YYYY, use the Tab key to proceed to the "End Time of Incident" field. The time the Incident ended can be entered using the format HH:MM:SS. Use the TAB key to reach the next field. If this information is unavailable, use the Tab key to Tab to the next field for entry, bypassing the "End Time of Incident field.
The "Total Property Value per Incident" field is the last Incident level field to be entered. Enter the dollar amount. When you have completed entry of all of the Incident fields, you should click the "Continue Incident" link or the "Save Incident" link to add the Incident. When the "Continue Incident" link has been clicked, you will be taken to the Return J Offenses data entry screen.
If the "Continue Incident " link is clicked, and no data has been entered, you will be presented with an error screen. The screen will instruct you how to proceed. When you have reviewed the instruction, click the "OK" button to shut down the error screen and proceed with processing.
Several links are available to allow you to control the data entry process. At any time during the data input, Help for the completion of Return J is available by clicking on the "Need Help?" link on the bottom of the page. Clicking on the "Save Submission" link will save all statistics entered up to that point, in the event you are not able to complete entering all statistics for the current month's submission in one session. Clicking on the "Save Incident" link will save the Incident. Clicking on the "Return To Incident Summary" link will take you to a screen that recaps all of the Incident data that you have entered so far. If there have been no Incidents entered, your screen will be refreshed and all of your data entry fields cleared. Finally, clicking the "Continue Incident" link will take you to the next data entry screen. If you have a zero return, "Continue" will be shown instead of "Continue Incident". Clicking on "Continue" link will signal the system that you have completed entering Return J statistics. If you change from a zero return (uncheck the zero return check box at the top of the screen) to adding an incident, clicking on the "Continue" link will save the incident information and take you to the Offense information screen.
The screen that is displayed when "Return To Incident Summary" link is clicked and Incident level data has been saved, will show the list of Incidents for which you have already entered statistics for the Month. For each individual Incident that has been entered, you have the option to Change the data entered or Remove the entire Incident should you have made a mistake in data entry.
During the processing of an Incident, you may be returned to this screen if you clicked the on the "Return To Incident " link from any of the other Return J screens.
